“Are LED headlights legal?” is one of the most-searched questions in car lighting — and the honest answer is: it depends entirely on the form the LED takes. A factory LED headlight is unambiguously legal. A complete, certified LED replacement assembly is legal. An LED conversion bulb dropped into a housing built for halogen sits in a genuine gray zone. - An LED conversion bulb — an LED “bulb” shaped to drop into a socket that was designed for a halogen bulb, inside a housing certified for halogen.
The law in most of the world certifies the whole headlamp as a system, not the bulb on its own. It certifies a headlamp as a complete optical system — housing, lens or reflector, and light source tested together. The practical consequences:

- Complete DOT/SAE-certified LED replacement assemblies: legal, provided they carry the DOT/SAE markings and are aimed correctly.
- LED conversion bulbs in a halogen housing: not DOT-certified in that configuration, which is why they’re marked “off-road use only.” The federal standard doesn’t approve the swapped assembly.
Here’s the nuance that matters on the street, though: traffic enforcement is done by states, and officers almost never cite “you installed LEDs.” What actually gets you a fix-it ticket is the result — a beam that’s too bright, the wrong color, or glaring into oncoming traffic.
